The admissibility of register modernization under data protection law: An investigation with special consideration of the figure of the personality profile as an absolute intervention limit and the compensating effect of modern transparency

The public administration needs data in order to fulfill its tasks. In the future, citizens should only have to provide this data once to a public authority. For this to succeed, authorities must be able to access the data records of other authorities. This is where the modernization of the register comes in. It introduces an identification number that enables the unique assignment of a data record to a natural person and thus considerably simplifies the exchange of data between authorities. The introduction of the identification number has come with data protection concerns, in particular the creation of personality profiles. For this reason, this study examines the admissibility of register modernization under data protection law.
